E-4.3 Need for the Proposed Project
During a long-term outage of the Ginna generation at a load level of 1,435 MW, subsequent loss
of the 345 kV/115 kV 462 MW transformer #5 at Station 80 will cause the Station 80 345
kV/115 kV transformers #1 and #3, and all the three Station 122 345 kV/115 kV transformers to
be at their full capacity. Thus at peak load levels reached in 2001, the system reached its
full capacity under single contingency conditions.

In plane english, Without Ginna Station, during peak loads, Rochester, NY is in the crap!

It is beyond ludicrous that the PSA wants the RG&E to
foot the bill for Ginna. However, shutting Ginna down
would have a major negative impact on Monroe Counties
power. The 400 plus MW that were lost when Bee Bee and
Russell were disabled, are now being sucked out of the
very weak grid. 
My concern is the RG$E has very little capacity left. 
A major blackout, especially with out Ginna, would leave 
this area in dire straits. They have even disabled the 
peaking units. We have many low voltage problems all
over the City and County. 
Iberdrola only cares about their bottom line!

Sent this to the RG&E, Senator Schumer, Eric T. Schneiderman and Governor Cuomo:

I am very aware of the importance of keeping Ginna on line.
But, I don't think we the rate payers should pay for
Energy East and Iberdrola's bad management. They could
do us all a favor by reinstating Russell, Unit 12 at Bee Bee, and the
peaking units. Cable trays from under the 480 rooms to the motors
and converting to Gas would not cost as much as the demolition.
And although the RG&E claims it will only be 4%, that is a lot of money to
any business including mine.

I spoke with two Ginna employees who said
325 to 400 employees is more like it. I wonder if Exelon is cooking some books ?

And if Iberdrola hadn't disabled Russell Station, Bee Bee Station and all their peaking units,
then this statement would not be necessary:
"Part of the motivating factor behind that decision was the acknowledgement from both RG&E 
and the Public Service Commission about the potential vulnerability of the Western New York 
electrical grid if Ginna were to close."
All of us who worked at the RG&E have known the Grid has been getting weaker for the last
20 years. 

And last, but definitely not least,
Why are business's still being charged for Demand,
when the RG&E hasn't been able to provide it since 2001 ???
